The Trade the Slide Does Not Draw
Here is the sentence the UN report, and the papers it sits on, will not let me retire: you can cut the carbon footprint of a kilowatt-hour by switching the fuel, and you can raise the water and the land at the same time. Coal to certain bioenergy pathways is the cartoon version — on the order of seventy percent less carbon, more than thirty times the water, on the order of a hundred times the land, depending on the crop and the plant and the honesty of the boundary. I am not going to typeset a process flow. I am going to typeset the moral: low-carbon is not low-thirst.
I sat in a sustainability review where a consultant put two bars on a slide. The carbon bar went down. The room clapped. I asked where the water bar was. He said water was "out of scope for this workstream." I said the lake was not out of scope for the county. He said the county was a different workstream. We had a lot of workstreams. We had one lake.
Biomass, Which Is a Forest With a Press Release
Bioenergy is a word that sounds like a vitamin. Sometimes it is waste gas that would have burned anyway. Sometimes it is a tree that was a habitat and is now a pellet on a ship. I am not the person who will settle the European argument about forests in this chapter. I am the person who will tell you that a pellet has a water history — the rain that grew the wood, the mill, the cooling at the plant — and that the history does not appear on a Scope 2 certificate.
A man at the club told me his fund was "in biomass because the optics are better than gas." I said optics are a Scope 3 of the soul. He took a cart. I walked. Walking is still the only part of that place that feels like a decision.
The Nuclear Sentence I Will Say Once
Nuclear is low-carbon and thirsty in a different way, or not, depending on the cooling and the river and the year. Hydropower is low-carbon and is a dam. Gas is a bridge that has been a bridge for thirty years. I am not writing an energy textbook. I am writing the trap: if the only number you manage is carbon, the other two numbers will eat the county. The UN's whole point, the boring point, the point that should have been a statute, is that carbon, water, and land have to sit on the same slide. Companies do not like a slide with three unhappy bars. They like a slide with one happy bar and a tree.
Merritt said I should not call it a trap. He said it was a boundary choice. A boundary choice is how an accountant decides what counts. I said that was a trap. He did not argue. He shreds more when he agrees.
Best Practices, 73 and 86, and the Conditional Mood
The same literature that scares you will also sell you a rescue: best practices, siting, better cooling, cleaner grids, might cut emissions on the order of seventy-three percent and water on the order of eighty-six, if everyone does the homework. If is doing the work of a religion. I have seen the homework assigned. I have seen it deferred to a 2030 that is now a 2035. I am in favor of the homework. I am not in favor of the press release that treats the homework as already graded.
Patrice asked me, in a text I should not have answered, whether "going nuclear" would fix her bill. I said nuclear does not set a residential rider. I said her bill was a commission. She said she did not have a commission. I said that was the problem.
The Boundary, Drawn on a Whiteboard
I have drawn the boundary. I am not proud of the drawing. Scope 2 was the electricity we bought. Scope 3 was everyone else. Water was "environmental" and therefore a different committee. Land was "real estate." The whiteboard had four colors and no lake. A person from facilities put a sticky note that said discharge permit and someone from comms moved it to the edge. The edge is where gallons go.
When the UN said you cannot judge a campus on carbon alone, they were talking to that whiteboard. I was in the room where the whiteboard won. I am writing this chapter as a late dissent. Dissent does not restore a crop.
A Farmer I Owe a Sentence
I had coffee with an orchardist named Orin near a river that campuses also like. He paid. He said the campus was not his biggest problem and was also not his friend. He said a frost fan uses diesel and a hall uses a river and the county loves the hall's tax and photographs his blossoms for the brochure. I said that was a boundary. He said it was a season. I did not offer to be his Merritt. I told him to keep his water statements with dates. Dates are how a later room gets a door.
Case File: Three Mile Island, Renamed, Hired by a Campus
In 2024 Constellation said it would spend on the order of 1.6 billion dollars to restart Three Mile Island Unit 1 — the unit that was not the 1979 accident, the unit that ran until 2019 and died of a market, not a meltdown — and sell the power, for twenty years, to Microsoft for data centers. They renamed it the Christopher M. Crane Clean Energy Center, because a name can be a baptism. The Department of Energy put a billion-dollar loan under it in late 2025. In June 2026 FERC let Constellation move 760 megawatts of interconnection rights from the Eddystone gas plant so the restart would not sit behind delayed transmission until 2031. The target became 2027 again. The NRC put out a draft finding of no significant environmental impact and a comment window.
I am not against a reactor that already exists coming back to work. A watt that does not burn gas is a watt I will take. I am against the sentence that says the campus is green because it hired a ghost. The ghost is a plant with a history the country already paid for in fear. The campus is a load that made the ghost financeable. Keep them separate. Knock the walls down and you get a slide that says we restarted nuclear. You did. You also attached a model to a name that still makes a certain kind of parent flinch.
I sat with a Pennsylvanian named Ned who grew up doing drills. He paid. He said Crane was not TMI-2 and that people who collapse them are doing a cartoon. I said I knew. He said he still did not want the name in his kid's search bar next to a chatbot. I said that was not a regulatory argument. He said it was the only argument he had that still felt like a person. I paid for the coffee. He left the muffin.
Nuclear as a Boundary That Happens to Be True
If you manage only carbon, nuclear looks like a saint. If you manage water, some plants are thirsty and some are not, depending on the tower and the river. If you manage land, a restart is the rare gift: the land is already a plant. Crane is why I will not do a cartoon of the atom. Crane is also why I will not do a cartoon of the campus. The campus did not invent a saint. The campus wrote a check that a market had stopped writing.
Merritt said I should not put TMI in a water book. He said it was an electricity story. I said electricity is how water hides. He wrote hides and did not argue.
70 Percent, 30 Times, 100 Times — the Cartoon I Will Keep
I promised I would not typeset a process flow. I will typeset the cartoon once, because the UN and the papers it sits on keep drawing it and boards keep ignoring the second and third panels.
Panel one: coal in, carbon out, a lot. Panel two: biomass in, carbon out, less — call it seventy percent less if the boundary is kind. Panel three: the field that grew the biomass, the rain it drank, the land it sat on — water up on the order of thirty times, land up on the order of a hundred, if the crop is thirsty and the yield is honest. The clap happens after panel two. The county lives in panel three.
What I Told the Booth Woman About Nuclear
She asked again. People do, about atoms, when the bill goes up. I said a restart like Crane can be a good watt and a bad neighbor story at the same time. I said a new build is a decade and a hearing and a faith I do not have in a commission I do not sit on. I said none of that would move her rider this winter. She said then what would. I said GS-5, maybe, in 2027, a little. She said 2027 was a child's age. I said I knew. I did not text again that week. Some weeks are for not being useful.
Pellets on a Ship, Once
I watched a documentary I will not name about pellets leaving a forest and arriving at a plant that had been a coal plant and was now a story. The story had a job count. The job count was real. The forest was also real. I am not going to pick a country. I am going to pick the physics: if your low-carbon strategy is a ship, you have a water history and a land history and a carbon history that includes the ship. The clap still happens at panel two.
I drew this on a whiteboard in a meeting that had already decided to clap. A person from comms asked whether we could "lean into the narrative of rural development." Rural development is a field that used to be a field and is now a fuel. I said lean is a verb for a bicycle. He did not write that down.
Hydro, the Saint With a Reservoir
I said I would mention hydro. A dam is low-carbon and is a drowned valley. Some of the campuses that brag about hydro are bragging about someone else's drowned valley, often a valley that was drowned before the model had a name. I am not going to re-litigate the twentieth century. I am going to say that a drowned valley is a land footprint that arrived early and still counts. The 14,500 is not only new glass. It is old concrete doing new work.
Susquehanna, Behind the Meter, a Plug FERC Would Not Bless
In March 2024 Talen Energy sold Amazon the Cumulus campus next to the Susquehanna nuclear plant in Pennsylvania — later coverage put the sticker at about $650 million — and the story the industry wanted was simple: a model sits next to an atom, the watt never touches a kitchen, everyone is a genius. The story required an amended interconnection agreement that would have grown the behind-the-meter load from 300 megawatts toward 480. PJM filed. Other people protested. FERC, in November 2024, said no.
Commissioner Mark Christie wrote the sentence I kept: co-location arrangements of that type present complicated, nuanced, multifaceted issues that could have huge ramifications for grid reliability and consumer costs. I am not going to improve multifaceted. I am going to translate it. If you take a nuclear plant's watt off the regional system and hand it to a campus, someone still paid to keep the system there, and someone still needs the system when the campus has a Tuesday. Behind the meter is a way to look like you left. Leaving is the part FERC did not buy.
Talen asked again. In April 2025 the commission said no again, same split, a dissent that wanted the special contract. Talen went to an appeals court. Later coverage said the companies moved the idea in front of the meter, into a power-purchase shape that does not need the same blessing. I am not going to typeset a gigawatt I have not held. I will typeset the moral: a private plug into a public atom is still a public argument. Crane, in this chapter already, is the restart version. Susquehanna is the neighbor-who-never-left version. Both can be a good watt. Both can be a kitchen story. Keep them separate.
I sat with a PJM-watcher — that is a type of person, like a bird-watcher with worse coffee — who said the industry had treated behind-the-meter as a cheat code. I said cheat codes are for games. He said the grid was a game if you had a lawyer. I said then FERC had ended a level. He said levels come back. He was probably right. I paid for the coffee. He paid for the second because he was the kind of person who keeps a tab on a principle.
What I Will Not Do With an Atom
I am not going to tell you nuclear is a villain. I am not going to tell you nuclear is a saint. I am going to tell you that an atom which already exists is a different object than an atom you have announced, and that an announcement is the industry's favorite cooling technology. Small modular reactors, fusion timelines, a plant that will arrive after the campus is already evaporating — those are later rooms. This room is a plant that is already warm, a campus that wanted its watt without a line, and a commission that said the line still mattered.
Patrice asked me, in a text I did not answer for a day, whether "the nuclear thing" would lower her rider. I said not this winter. I said maybe a different winter if a class holds and a plant holds and a court holds. She said that was a lot of holds. I said holds are the product. I still think that was the least dishonest text I sent that month.
Kairos, Oak Ridge, an Announcement That Broke Ground
On October 14, 2024, Google said it had signed the first corporate agreement to buy power from multiple small modular reactors Kairos Power would develop — first machine targeted for 2030, more through 2035, a story that added up to as much as 500 megawatts of new 24/7 carbon-free watts on U.S. grids. Later the Tennessee Valley Authority signed a purchase for the first plant's output. The plant has a name, Hermes 2, and a town, Oak Ridge, and an NRC construction permit from November 2024, and a groundbreaking on April 17, 2026. Later coverage put the first output at about 50 megawatts onto TVA's grid, attributes pointed at Google halls in Tennessee and Alabama. It still needs an operating license. It is not a watt in a kitchen yet. It is a shovel and a press release and a serious attempt.
I am putting it next to Crane and Susquehanna so you can keep three objects separate. Crane is a restart of a machine that already existed. Susquehanna is a neighbor plug a commission would not bless at the size the campus wanted. Hermes is a new kind of machine that has not yet made a kitchen cheaper. All three are better than a cookstove credit if they arrive. Arrival is the word the leaf does not require.
A person on a sustainability team asked me whether we should "get a Kairos slide." I said a slide is not a construction permit. She said the board does not read permits. I said then the board should not get the slide. She put the slide in anyway. I have left. The slide is still somewhere, I am sure, next to a leaf.
Fusion, Which Is a Date That Moves
I will mention fusion once, as a date that moves. Microsoft has a paper with a fusion company and a year that has been treated as a plan. I am not going to name the year as if I believed it. I am going to name the function. A fusion date is how you keep a 2026 tower from having to be a 2026 watt. Dates that move are a cooling technology. I like the physics. I do not like the tower that evaporates while it waits for the physics.
Patrice did not ask about fusion. She asked about a rider. That is the correct order of operations.
Pellets, a Job Count, a Forest I Will Not Pick
I already gave pellets a ship. I owe them a county. A plant that used to burn coal and now burns a pellet has a parking lot with trucks and a story about rural development. The story employs people. I have sat next to those people in a diner that was not Wynn's diner. They were not a slide. They were a shift. I am not going to take the shift away in a paragraph. I am going to put the shift next to a field that used to be a field and is now a fuel. Both can be true. The clap still happens after panel two. The county still lives in panel three. I have said that. I am saying it with a booth and a coffee stain because a job count without a water bar is how you get a standing ovation in a room that will not drink the ditch.
A comms person asked whether we could "humanize the biomass." I said humans were already there. He said he meant the narrative. I said narratives are how you hide a rain. He wrote rain and then deleted it. Deleted is a kind of honesty I will take.
